Thanks Syzzie. It's Father's Day weekend here- a bogus holiday but a great excuse for doing an extra puzzle. I'll perhaps be cursing you soon.

I thought I knew what "cryptic" meant. This is totally new territory.

What can I say? It's Canadian.

@gk. Sorry, too late. I'll try to dig up a current issue. However they don't mention a closing date !?

@aristo. I think those boys are growing something in the back office.

You've both heard of "BC bud"?

For what it's worth, 13D works out to EAIR, presumably Effective Annual Interest Rate.
How the clue relates? Maybe in "... yEAR Is relative"

Yes, definitely off the wall.

Thanks for 19d. Uh, esoteric or what? I tried to come up with an anagram of "a Thai had" but somehow the right answer eluded me. Is 22d similarly obscure or is it typical wordplay?

I'm thinking it might be British Columbia weed, which they must use when setting crossword puzzles.

Right on, Aristo.

22D This might help. Just read it last night. Quite the furor about the other magazine when they did that. Tongue in cheek article, but explains what happened:

The theme seems to be hats.
