My apologies but I am a learner. I have progressed slowly from the Observer everyman but find the Guardian very difficult.
Any help with these 2 would be appreciated.
11a 'Man with neck broken for introducing 1 across.'
1 across answer is 'cat and mouse act' This was an act introduced in 1913 where prisoners who went on hunger strike in jail were released and then rearrested when they had regained their health. It was introduced by Herbert Henry Asquith but have no idea how this fits the clue.
Also
17a Gain order in order with border 3,6

I dont have any letters for either clue.

Hi Caroline

RIO GRANDE is an anagram of 'gain order' and is the border between Texas and Mexico.

How many letters in the other clue?

Apparently the Home Secretary who introduced the 'Cat and Mouse' Act was called McKenna (anagram of man + neck) so I think that must be the answer.

Aagh how embarrassing! Sorry Mike I think I must have remembered the B when i came to reply. Really sorry.
