Why is Sierras the answer to " Mountainous areas in the middle of Russia on the radio"?I understand the mountainous areas bit but don't get the rest!

It's the phonetic alphabet sierra, foxtrot etc. Middle of Russia is two ss's

sierra is the code word for s - you have two inn the middle of Russia
