It seems dogs dinner = Dressed or displayed in an ostentatiously smart manner. (also the dogs bo***cks I think).

dogs breakfast = a mess or muddle.

I think you are probably right (only other thing i can think of is brief - Abbr (abbreviation of abbrieved).

can't get a handle on this clue at all.
