2. Hit upon brief answer where best friends might end up Ans Battersea
3. Edible parts of fine leaves Ans Heads off

Hit=bat, short=terse, answer=a.

Maybe if the edible parts (e.g. of some plants) are Heads,
then of +f (fine)
and the total, leaves=heads off

and the dogs in Battersea Dogs' Home could be (man's) best friends

Thanks Rusty - wasn't sure of the 'brief' part of the clue. Dogs are man's best friends, so the saying goes, and they may end up in Battersea Dogs Home.
