I have a full grid and the symbol but then ???????????

Anyone further on?

No further on I'm afraid. An almost full grid apart from 14down "In India wealthy chaps staked by Home Secretary". I have the extra letters and the symbol, but no idea how to continue. Any hints would be appreciated!
