It is an anagram of (wha)T finally with CREATED and FOR

It is defined in Chambers as "a device for feeding and advancing continuous stationery through the platen of a typewriter, printer, etc by use of a toothed wheel or sprocket and perforation of the paper".

Something that died out when computers took over the world!
