Can anyone explain please?
Carriage from Westminster heading north to a school Ans Phaeton. What is the connection with Westminster?

Is it a down clue? Then HP (Houses of Parliament) heading north, with A ETON.

HP (houses of parliament) heading north ( I presume a down clue) = PH + a +eton (school).

Westminster =hp=Houses of parliament
A school=a eton Phaeton=carriage
I hope this is a down clue otherwise it would not work.
