Could it be wear the trousers = lead

theres an anagram of " us to rather " in there somewhere!..with some letters over

My brain was obviously not in gear today!

The left over letter are WEERS, which I can't make into anything to do with druggies. Perhaps it's a mistake and the setter thought the letters WEEDS were left. Unless anyone else has any ideas.

Looking at the clue....

us = WE
to rather (scranbled) = AR THE TRO
druggies = USERS
