Your see off is right - see as in "get what you mean" and off as short for official

ref(eree) is short for official too.

Trevor - bur seen off is reprimanded? See ref sounds like an order ( a la Arsene and should have been Wayne R!)

I never heard "see off" to mean reprimand before(have now).

trust me, I have had more than a fair share of reprimands but "seen off" always had nice connotations for me - people waving goodbye as I got on a plane for instance(very romantic)was being seen off.
You have ruined that for me now :)
