why should this be ATTEND?

Anagram gives rheas - South American birds that are much favoured by Times setters...

volunteers returned = AT (Territorial Army backwards)
Nurse = tend.

ATTEND probably relates to the answer to clue 16.

just out of interest, what is the answer to clue 16?

I have LISTEN for 16a (it means trying to hear and is some of the letters in celLIST ENsemble)

But that does not help me to understand ATTEND as the answer to Being 16 (clue 19). Any ideas?

As Trevor posted earlier:
volunteers returned = AT (Territorial Army backwards)
Nurse = tend.

Now we know that listen is the definition, we can see that ATTEND means listen, or pay attention.
