21 down Writer's in gear for 13's predecessor (6) _ E _ M _ R (13 is Third Reich)

The first one is MATIZ (ZIT and A M(ale)backwards)

The last one is WEIMAR - the Weimar Republic in Germany (I'm inside WEAR)

The middle one is FAQS (frequently asked questions) - the first letters of four words in the clue
