Long shot- Chambers gives "Spammy" as bland unexciting- maps (plans) returned + "my" which is at the centre of "astronomy watchdog"?

I ended up with ?inner for 30 Down, so I think it's Pinner.
I got 19 Across by myself, so am relieved about that.
