Morning All,
May I be the first one to wave the white flag today, as I am pushed for time (yes, I have tried hard, myself, to get this far - honest!).
3d Employees claim with needless fiddling.(7,5)

I have:- S * I * D * E / * H * E *
Seems to me it's SPINDLE / WHEEL
(or less likely, SWINDLE / THIEF)
I don't see how either solution really relates to the clue though.
Any explanation would be really appreciated.

I have never heard of that before and I have claimed a few expenses in my time (obviously, in an honest manner!)
