I think I have the answers to both, but need explanation of the word play, please!

1ac : Institution not to be criticised,. spread around area beside Washington (6,3) : SACRED COW

25d : I prefer to have minimal interest in my affairs (8) : BORROWER

All responses much appreciated!

spread= sow
area= acre
washington=DC

I took it to mean that if you were a borrower you would want low interest on your loan.
