Spot politician in big money. Politician = MP, big money = PILE. MP in PILE gives PIMPLE = spot.

King of England, not Germany, and part of Scotland, not at home ?

King of England = ALFRED - D for Deutschland +SCO for part of Scotland = ALFRESCO for not at home.

Part of the explanation relates to a part of the clue you left out, viz, "not 3" the answer to which wasa, I think, "Going home"
