From the DomPost Times Cryptic.

Landlord who used to be a taxman (8) ?U?L?E?M?N
The only word I have found is fugleman, but I'm not convinced.
Any other contenders or possibly an explanation?

I made a right mess of the letters, should have been ?U?L?M?N.

And my letter M is (was) incorrect. It should be a C.
Which makes Publican correct.
