The answer to the second clue is an anagram: REACTANCE.

BOLT or VOLT would also work for similar reasons with the same rather dodgy wordplay. Depends what fits with other words and which best equates to 'shocking'.

The alternative clue given was "Electrical unit" so am going to assume "volt" is correct but your answer fits the cryptic clue much better. Hi-Ho Sir Launcelot.

VOLT is right, of course = 'revolt'(uprising) - 're'(about).
