I have been trying to assist you here but I can't.
Assuming your letters are correct all I can think of is SHIN but this doesn't satisfy a distance of 12 inches.
I would go along with JimB here with his answer of CHIN and assume the wording should read 3 centimeters and not 30.

My answer of CHIN did not assume the wording should read 3 centimeters and not 30, it was because I hadn't read the question correcty.

On reflection I made a second suggestion that "lower lip" could mean a cows lip i.e. the lip of an animal that low's (moo's). Whilst I am not fully au fait with animal biology I would suspect that there is a better chance of 30 cent.
