I also got Helga Brandt played by Karin Dor, which would have been Willy Brandt but again she is female. It is in fact Rosa Klebb but thanks for trying!

Pastiche. I think you are wrong. It is Rosa Klebb not Krebs who is the Bond villain. Krebs did, indeed win a nobel prize.
The answer is, probably, Braun. He is the third villain in License to Kill. Karl Ferdinand Braun won a Nobel for Physics 1908.
