20a) SUDAN (African country) - D(eparts) replaced by LT (Lieutenant / military officer) - SULTAN

sultan - suDan D replaced by Lt. Lieutenant

15a - VALE around IS (one's) - VALISE (case)

Valise - is in vale

12a D (penny once) + ON + EIN - DONE IN
