Mr Tod is a fox in Beatrix Potter.
Collective noun for foxes is a skulk.
Chambers gives skulk as to hide or lurk, planning mischief

You didn't need Beatrix Potter - if you look up tod in the dictionary, it's a Scottish word for a fox, a sly person and Tod-lowrie is a nickname for a fox

I think the animal involved is obvious but what is the collective term relating to eyes that didn't water - or am I missing something or being incredibly dim?

It is a colony of rabbits. One might alternatively refer to a bury, drove, flick, kindle, leash, nest, trace, warren or wrack of rabbits, but not a down; a downland is an area of open chalk hills. HTH.
