28a Cool changes for plant increasing milk yield - I have loco (anagram of cool) for the answer, but how does "increasing milk yield "fit in??

I'll be hopeless at explaining this, but...
'loco' in Chambers can be astralgus or other related leguminous plants.Loco/astralgus are cultivated as fodder and are supposed to increase milk production.
