Clue: The other legislative assembly (8)

The letters I have (and I'm pretty sure they're all correct) are C - N - R - S -

I can think of two possible answers - both of which fit only half the clue.

CONGRESS - which means "legislative assembly", but I can't see where "The other" comes into it;

or CONTRAST - which fits with "The other", but has nothing to do with "legislative assembly".

If either of these are correct, please can someone explain why? And if neither of them are, please can someone come up with the answer?

Congress - it's alsoa word for sexual intercourse.

...should have added, 'the other' also means sex, as in 'a bit of the other'.
