I've nearly completed this puzzle but am not sure of 18 & 19 down. Any tips please?

what are the clues? How many letters? have you got any letters?

19D has 8 letters = 2 words of unspecified length. There is either a spare word, or a spare letter in the wordplay of this clue:-
TRIED TO RAISE ISSUE - NOT A NICE EXPERIENCE. If my across clues are correct the 3rd letter is R and the 6th is A.
