d???e???o desperado fits and is an anagram of road speed but how does that tie in with bravo please?

All finished but can you please explain why 16a is matelot. I know that's a sailor and can see Ma(?)but can't see "available for hire, has retired" Just seen it!! To let backwards. Tricksy but I am beginning to enjoy cryptics immensely. Thanks for help
