When they film in Parliament the mps tend to group around the one who will be speaking, and this is called doughnutting. It is intended to give the impression of there being more people there than actually are, especially as the cameras are usually fairly close up.

If you ever get bored enough to watch Parliament on TV you will see it. It's actually quite funny, because they all huddle together, sitting beside, behind and in front, so when the camera is close up it looks packed, but as the camera pans back there they all are with empty seats around them!
