(got no letters, could it be flourish?)

2.Bound to be cruelly treated (6)
- - - - - D (cuffed??)(4th letter is 1st of the above)

3.Swiss cantons for example? (7,5)
FOREIGN P - - - S (posts?)(the 3rd letter is the 7th of no 1)

ave (Latin for welcome) +R (for rex- king) gives aver - to state?

Hate to spoil your 'fireworks', but the answer to 'uninteresting bit of scenery' looks like 'flat'.

Could colorful display of arms be "Heraldry"?
This may make bound to be cruelly treated "lashed" and the scenery "flat" (term for a piece of scenery and uninteresting)?
