That is the clue but it could be any number of letters as it is not your basic cryptic crossword. The answer is a place name, could be anywhere

Can you please confirm that the place names you have already are world wide and not just UK. I seem to remember recently helping, or rather wasting time, with one called Northern Ireland place names which turned out to be towns in villages in the Ballymena area!

it is more like a quiz and all the clues are place names but there are no clues as to how many letters,

Shanghai?
Always thought it just meant to force, but dictionary gives it as "Coerce or trick into a position or into doing something", which seems to fit the bill.
