8 down is ERAS. Head of state is ER (Elizabeth Regina) with A S (Sunday) gives ERAS = Times.

ALARM BELL is Royal Marines (RM) trapped in A LAB and 'orrible situation is 'ELL gives ALARM BELL

Head of state - ER + a + sunday (s) gives "eras" times.
A la rm b 'ell looks right, although I'm not with teh whole wordplay. with the " a lab" giving the laboratory and the 'ell being the 'orrible situation.
