21d 14 states worried best part of larger group(6)
I've put subset because of the anag of best, but the 14 states bit baffles me!!
I cant see anything in the answer or clue to 14 but will provide if it helps. Thanks

states could be US but why it becomes SU, I don't know - what id the clue & answer to 14a or 14d/

the answer to 14 is...raise.

so raise states is us = su +bset.

I have found it the common practice in xwords that where the number is in digits rather then written out - here 14, not fourteen, it is usualy a reference to the clue of that number
