11a. Rows rise up,head to tail[4]''oars'' fits
22a.Independent teacher gets over bloomer[4]
''iris'' fits
In both cases I cannot fathom out why.
Any help out there?

rise up - soar. Head -s- to last, oars

SOAR=rise ,change r for s i.e. head to tail

and independent - i. Teacher - sir - reversed. a bloomer - a flower

i independent & sir backwards = iris (bloomer = flower)
