11 down - Wellington place refers to N.Z.

For the whole, think Berlin wall perhaps. the answer is a German word, but it's in Chambers.

Hi Rosie....The US husbandman is a word that is also the surname of at least two film stars (the American was in Stranger on a Train).
That word 'admits' (ie goes round) E.G. which itself goes round NZ. the whole is a German word for someone who crosses a national or political border (eg escaped across the Berlin wall when it was there
