I need a bit of help please. clue 1 Thatcherite 3 Letters, DR?

Clue 2 Spanish pal, also 3 letters C?E

Thatcherite must be DRY

Nothing to do with Marge Thatcher, I think its a play on the word meaning to put on a thatch, which would be a roof that would stop a builing getting wet
