investment can mean Encircle,(normally refers to a seige tho)
capital = head.

the best people (saints) get a halo (ring around their head)

the other one sure looks like minimum,maybe a typo? latest,least.

please ignore the word 'sure' from the sentence 'the other one sure looks like ...'
