Base tackle for taking a rise (3,4). LOW ?E?R

Surely it can only be 'low gear', but why?

Any ideas?

Base = Low, and Tackle =Gear, and if you go up hill in a vehicle (To rise) you would slip the gearbox into a low gear to make it easier
