Clue is : 'Delegate given place in action falling short'
I don't know if answer is 'deputy' or 'depute'as depute means delegate but place may mean 'y'. Don't know what 'action falling short' is in context of either answer.
Help please, then I'll post it today!

Given place could be "put" and action falling short could be "dee(d)" so depute looks good.

The answer is DEPUTE. To delegate is a verb, as is depute. Action = DEED, cut short is DEE. Insert PUT for place.
