Party choices-Newcastle Brown for a couple[5,9]
I have '' prime ministers'' as the answer and it fits the other clues but I cannot understand the allusion

My first thought was Lord Newcastle and Gordon Brown, but a quick Google seems to show that Newcastle was never PM.

The Duke of Newcastle was Prime Minister from 1757 to 1762.
