Old man returning by ferry in suit (5)

So it's A-P-Y but I can't see a reason why any of the words that fit there (apply, amply, appay) answer the clue.

Assuming APPLY is the answer, can someone explain why?

AP is pa backward and a ferry will ply between ports.
