Can anyone explain why the answer to 11ac. 'For small boy not in gear, excessive to raise wheels' is 'Putto'?

OTT = Over the top
UP = raise wheels
PUTTO = naked baby in works of art

I was given this in an earlier thread but I must say that I wasn't happy. Not that I doubted it, I just thought it was a bad clue. I'd have been disappointed if Jolans came up with that in the excellent 5 at 5.

I think the setter is using the word wheels to indicate that ott and up should be reversed. Wheel can mean to turn round.
