QUARREL - "A short heavy square-headed arrow or bolt for a crossbow or arbalest". 'Draw' would refer to 'drawing back' the bow.

Alternatively, draw could refer to what happens after being hung, and the answer could be quarter, which fits in much better wih the other across clues

Yes, I prefer that! I knew what a quarrel was and I'm afraid that I have attempted to make the clue fit the answer. I will go and stand in the corner for half an hour...
