"Soldiers in department turned over old wreck" = 'T-R-E-O' which will be Torpedo (depot and OR). But I'm struggling to connect torpedo to 'old wreck'. Any suggestions?

I would suggest that department is DEPT rather than DEPOT. Then it breaks down as:

TEPD (department turned over) around OR (soldiers) + O (old)

To torpedo something is to wreck it. As the DT has done to our glorious paliamentarian's rightful allowances. ;-)

Thanks John. Yeah, I know what you mean. I saw no problem when I tried to put my new MP3 player on expenses given that it's an essential for the train...

Anyhoo, here's another: "Assembled hastily to withdraw from game" = 'scratch'.

scratch means withdraw from game. It can also mean to hastily put a team to together i.e. to field a scratch team.
