The clue is:-Hears rum being found in old fashioned measures.
I have --s-ee-s but am unsure if the first letter is I,making 23 down SOLTI,as in Georg, or SOLTE. I have done all the rest and can give any answers in exchange for this one. thanks.

15 down is Thankees,a form of saying cheers -the river Tees containing 'hank',whilst 19 across is GOADSTER.an anagram of old stager minus L for Line.
