is 25 across Wiener? and any clues for 27 across - i've got all the rest, but was a difficult one,

Ah yes!! thanks, makes sense now - I got 23 down wrong! i thought it was FRAY for "Highly disagreeable row" 4 letters, so what is it? Is it "balk" then?
