It's symbolic of those people vulgarly chasing drink (5)

I've got A-T-M and figure the penultimate letter is E ('em is those people vulgarly) but I am completely stumped. I thought it might be aetem (tea backwards with em) but apparently that's not a word according to my Chambers or dictionary.com. So what's the ruddy answer?! The only letter I have vague misgivings about - and they are vague - is the final m. Come on guys, help me out!

Tot + 'Em

You may have 'Windsor Palace' but should be 'Castle'
