something clue would be nice,but probably vice.

So obvious when someone else tells you lol. The clue was: NYC is perceived to be rebuilding high U.S. office. (4,10). This was the last clue I had to get, but I should have got it first. Duh . . . Many thanks

Thank you Mark. Rushing is my middle name and that's why my anagrams sometimes go awry. The D Mail cryptic is only keeping me quiet for about half an hour and I'm thinking I should move onto something else. Any suggestions?
