i can see, SEN (state enrolled NURSE) written around an anagram of EXIT (exit waving) but as for the rest of the clue...??

The answer relates to another answer, 16 across, which is "au revoir". I don't remember seeing a clue like this before.

There are two clues like this in the same puzzle, and I missed the other one until it was pointed out to me.

11a Cross borne by someone of "18", maybe a bull-headed individual (8)

In this the "18" refers to 18 across, which is the one being discussed in this thread.

Yes I can see that now. I got the answer from "bull-headed individual", along with a couple of letters I already had, which made it fairly obvious, so I didn't make the connection to "minor".
