Hi Paulpot.

3] is Tunbridge Wells, a town in England.
'Tunbridge' is an anagram of 'urgent bid' and 'Wells' is a city in England.
Protest letters to the UK newspaper(s) might be signed "Yours, disgusted, of Tunbridge Wells".

re Navel
Levant, means to run off wthout paying.
Shortly levant = levan.
but i can't see how the clue would work from there(it's an anagram or written backwards, but i don't see any indication)
