Could sommeone please explain why "See what should be on plate by agreement," ended up as Locarno.
'Lo'= see, I suppose.
Treaty (agreement) of Locarno rings a bell.
What about 'should be on plate'?

What should be on plate = car no. (number)
Locarno, agreement, as you say

Thank you for your clear (and most welcome) explanation, AJT. Car Licence Plate never occurred to me.

I apologise for the delay in replying. I think I went to bed shortly after posting the question and have not been back to the site since.
It took a while to find it. I was amazed at the neumber of other exchanges which were posted in the interim.
