tricky - theme is eluding me. any thoughts?

3D Layabout's tipped to replace his boss(3,2)

Answer(I hope)is "act up" as in (temporarily)standing in for the Boss - can anyone explain the wordplay?

I had problems with this one (and what I assume is APOSTLE) - I took TUP to be PUT back, i.e., layabout, but I'm not sure about the rest.

Apart from 9D, I have only four to do, yet I still have no idea whatsoever of the pairing, nor the theme.

Maybe Lay=PUT + About=CA tipped upwards?

I actually thought I'd be submitting this without ever knowing what the theme was!

But, finally, having ignored the very helpful hint given by someone earlier, I've got only one left, 5A, but cannot find all six of the "second" words - 16A, 27A, 24A, and 29A all fit, but I can't make 23A, 19A, or 6D quite fit (although 6D is fairly appropriate).
